PDL Property Management – Transforming Serina Bay Condominium

PDL Property Management successfully revitalised the once run-down Serina Bay Condominium, transforming it into a thriving and well-managed residential community. Today, Serina Bay stands as a model example (“contoh”) recognised by KPKT (Kementerian Perumahan dan Kerajaan Tempatan Malaysia) and COB (Commissioner of Buildings), having evolved from one of the worst-managed properties into a top-performing condominium with a surplus maintenance fund.

This remarkable turnaround was achieved through the dedicated efforts of the Management Committee and PDL’s professional team.

Background & Challenges

In 2016, the co-founders of PDL Property Management, the late Mr. SB and Mr. TK, were invited by Chairman Ustaz Haji Yusof Bin Yaacob to assess the condition of Serina Bay Condominium.

Following a comprehensive evaluation by our property management team, it was evident that the building had suffered from severe mismanagement by previous management and committee members. Key issues included:

  • A deficit in the maintenance fund account

  • High number of outstanding debtors

  • Legal action from contractors, including the lift service provider

  • Non-functional swimming pool due to poor maintenance

  • Frequent lift breakdowns

  • Disabled CCTV and access control systems

  • Overall deterioration of facilities and safety concerns for residents

The condition of the property had significantly compromised the safety, comfort, and quality of life of its residents.

The Turnaround

Under the leadership of Chairman Ustaz Haji Yusof Bin Yaacob, a decisive step was taken to appoint PDL Property Management.

Over a period of three years, PDL worked closely with the Management Committee to restore and enhance the entire property. Key improvements included:

  • Full restoration of the swimming pool facilities

  • Stabilisation and proper maintenance of lift operations with minimal downtime

  • Significant reduction of water leakage issues

  • Installation and reactivation of CCTV and access card systems for enhanced security

  • Improved financial management, resulting in a surplus maintenance fund​

 

Recognition & Achievement

As a result of these efforts, Serina Bay Condominium was officially recognised by KPKT and COB as a model building (“bangunan contoh”), symbolising a transformation “from worst to best” in the Northern Region and Malaysia.

The Oceanview condominium managed by PDL Property Management (Registered Property Manager) had been recognised as EXAMPLE well-managed high rise building model by Pesuruhjaya Bangunan Pulau Pinang & Subang Jaya. A Team of Pesuruhjaya Bangunan Subang Jaya & Majlis Perbadanan Subang Jaya, Counsellor and some JMB/MC has visited the mentioned condominium today. The Principal of PDL Property Management, Mr TK, has given a speech to the authority on HOW TO MANAGE a high rise strata building with merely of RM130 maintenance fees per month per unit , but the residents are able to live in luxury environment and enjoyment of 5 stars condominium facilities in the more than 10 years old building.

Oceanview Condominium

The Rise Collection II (Chelliah Park City)

JMB and management team request for an additional parking space for motorcycles granted.

Chief Minister Chow Kon Yeow, who visited the apartment during his ‘Jelajah ❤️ Penang’ programme this evening, said a total of 150 motorcycle parking lots have been added for the convenience of the residents. There are 1,048 units in all in this building. As a result, there weren't enough motorcycle parking spaces for the locals. Prior to this, the homeowners had to park their bicycles elsewhere, which occasionally had a tendency to impede traffic. Chow said that with the provision of additional parking lots, I believe it will help to ease their parking problems.

The additional motorcycle parking space, which has also been equipped with a roof, cost a total of RM46,000. Prior to this, the condominium only had 500 motorbike parking spaces, it is discovered. Hence, the Joint Management Body (JMB) sought an additional 150 lots. The proposal was supported by Komtar assemblyman Teh Lai Heng who then contributed a total of RM20,000 to the project. The balance of RM26,000 was borne by The Rise Collection II’s JMB. Meanwhile, Chow thanked the apartment’s JMB for the care and concern towards the residents and the management who taking good care of the building. This is not an easy task as it (apartment) is a high-density project.
